Is it possible that Hagar is fucking Lucky Eddie right now, standing, both fully dressed? I mean, Hagar is standing right behind his sidekick, and they don't call him "Lucky" for nothing. If that's the case, then Eddie's panel two comment can be interpreted with "you" referring to Hagar, and "SMALL" as a reference to the size of Hagar's penis. Of course, I'd have no idea what to do with panel three, but neither do Hagar writers the Brownes for the that matter.
